Congress Agrees to Fund Crucial Trafficking Victims' Services

This weekend, Congress passed the omnibus Commerce, Justice, and Science Appropriations bill, which included great news for human trafficking survivors and those who serve them, to the tune of increased funding for human trafficking victim services. Thanks to the over 5,000 of you who wrote in asking the House to support this crucial funding. Chairman Mollohan and Ranking Member Wolf heard you loud and clear! This bill is now on President Obama's desk for signature, and the likelihood he will sign it is high.
Some of the highlights from the final package include:
Funding for human trafficking victim service grants and the Department of Justice's Human Smuggling and Trafficking Prosecution Unit was increased by 25% for the next fiscal year. Hooray!
A Trafficking in Persons point of contact will be mandatory for every US Attorney's office, ensuring that no area is without this important point-person to see through human trafficking prosecutions. This person will also serve as a liaison for all victims services organizations

Major Human Rights Victory in Inter-American Court of Human Rights
The Inter-American Court of Human Rights ruled today (decision here) that Mexico violated basic human rights by failing to investigate the disappearance and murders of several women over a 15-year period. Pro bono counsel M.C. Sungaila, Esq. at Horvitz & Levy LLP summarized the decision in an email (reprinted with permission) to the more than 40 amici:
This is a blockbuster decision, and a tribute to the day it was issued, World Human Rights Day. The decision breaks legal ground by applying not only the American Convention of Human Rights, but also the Convention Belem do Para. It interprets women’s rights in the broader human rights context, and provides a powerful statement of the basic liberties the women and their families were deprived of. The Court’s remedies are fittingly broad and holistic, too: from a memorial and public recognition by Mexico of its fault and a website listing all of the women who have disappeared, to payment of money to the families and requiring Mexico to properly and fully investigate the murders and disappearances.

LA PAZ, Dec 10 (IPS) - While poor, native women in Bolivia have gained access to power, they are still largely marginalised from any real decision-making, despite their instrumental role in the 2005 election of leftist President Evo Morales, the country's first-ever indigenous president, and his re-election on Sunday.
That's the conclusion of a study by Carmen Deere, director of the Centre for Latin American Studies at the University of Florida, United States, who cited Leonilda Zurita - a coca grower and the main leader of the peasant women's movement in Bolivia - as an example.
With the new constitution that came into effect in February of this year, Bolivian women conquered significant gains through the inclusion of 26 articles that promote greater recognition for them, protect their rights and guarantee gender equality. But this is only a first step in a long journey to secure an influential participation in government

Every F--ing Day of My Life: One Day of Violence is One Too Many
In 2005, Wendy Maldonado smashed in her husband's skull with a hammer, while her 16-year-old son assisted with a hatchet. The documentary Every F—-ing Day of My Life explores what led the Maldonados to commit such gruesome acts.
The film, which premiered on HBO last night - full schedule here - is a horrifying depiction of how domestic violence (check out Michelle Cottle's take on the term) took root in one family, and how the situation escalated for years. Wendy Maldonado was young when the relationship began: she was fifteen, and the man who would become her husband, Aaron, was sixteen. They were wed by the time she seventeen. This segment seen above reveals the depressing juxtaposition of home videos detailing a happy Wendy on her wedding day mashed together with her husband playing with a dead deer and Wendy's narration of how her husband dreamed of being a serial killer. (Warning: the clip is upsetting and has disturbing visuals.)
As the documentary goes on, the extent of the violence Wendy suffered is made painfully clear. Her son, Randy, and various neighbors all testify to the fact that it is amazing that she didn't die from all the abuse Aaron inflicted on her

my husband became abusive 5 weeks after we got married. we both have good jobs. i knew something was wrong with and asked his employer for help which is also my employer. my husband suffered a psychotic break and was acting paranoid, accusing me of things etc. our employer called the cops and I was arrested by an insensitive state trooper who told me that men sleep with weapons all the time and did not include all of my details in his report. I am currently involved in the legal process and my husband even wrote a letter that i was trying to help him not harrass him but the trooper arrested me anyway. after he arrested me he asked me if i needed a court order to ensure that my husband did not harrass me. this officer was racist, gender biased and his actions can cause me to lose my job. how can I report this trooper for abuse of power and discrimination w/o further retaliation from him.

ESPAÑA AMPLIA LA INTERRUPCION DEL EMBARAZO
Voto por el aborto libre
Diputados le dio media sanción al proyecto que permite realizar el aborto hasta la semana 14 de gestación. Se podrá hacer a chicas desde los 16 años, pero deberán informar a alguno de sus padres.
La Cámara de Diputados española aprobó ayer el proyecto de reforma de la ley del aborto, por la cual durante meses sectores católicos y conservadores se movilizaron en su rechazo. La iniciativa legaliza la interrupción voluntaria y libre del embarazo hasta las 14 semanas de gestación y se autoriza hasta la 22 si hay riesgo para la salud de la madre o malformación del feto. Así, pretende establecer un plazo mayor respecto al límite permitido en otros países europeos. Además, establece que se podrá hacer a mujeres desde los 16 años. El proyecto de ley orgánica de salud sexual y reproductiva y de la interrupción voluntaria del embarazo fue aprobada por 184 votos, sobre un total de 350, y ahora debe pasar al Senado para su aprobación definitiva.

El 6 y el 7 de noviembre de 2001 aparecieron ocho cadáveres de mujeres en Ciudad Juárez. El maltrato que habían sufrido era tal que sólo tres pudieron ser identificados. El mensaje era claro. Fueron arrojados delante del sindicato de maquiladoras.
Hay 300 maquilas en las que buscan trabajo mujeres humildes. Quinientas mujeres fueron asesinadas desde 1993 y 600 desaparecieron. La impunidad que acompañó los crímenes despertó olas de indignación mundial. Algunos de los más altos responsables de investigar declararon que estas cosas pasaban porque cuando fueron violadas, torturadas y asesinadas "no iban precisamente a la iglesia", que "las chicas buenas están en casa" y que la culpa la tiene "el vestir con minifaldas". Cuando la madre de la menor Laura Berenice denuncio su desaparición, en la policía le dijeron entre risas "estará con el novio".

Entregaron Datos al Procurador
Denuncian a prostíbulos1
Un centenar de organizaciones sociales entregó al procurador general de la Nación, Estaban Righi, un informe sobre 613 prostíbulos que funcionan en la ciudad de Buenos Aires. Denunciaron que en esos lugares hay trata de personas. Explicaron que se trata de “redes delictivas organizadas” que también incursionan en el “narcotráfico” y en la “explotación de menores”. Al realizar la presentación, también reclamaron que no intervenga la policía, a la que consideran cómplice de la actividad. “En muchos casos existe interconexión entre los prostíbulos y las fuerzas de seguridad”, dijeron. El presidente de la Fundación La Alameda, Gustavo Vera, dijo que Righi recibió también el detalle de 178 números telefónicos de lugares en los que se realizan ofertas sexuales y que deberán ser investigados por los fiscales.

Franken's Anti-Rape Amendment Survives
An amendment that would prevent the government from working with contractors who deny victims of sexual assault the right to bring their case in court has survived attempts to dull its impact and seems poised to become law.
The Senate Committee on Appropriation passed, on Tuesday, a defense appropriations bill that included the "anti-rape" amendment introduced by Sen. Al Franken (D-Minn.). The legislation was intended to address and prevent a reoccurrence of the assault and rape that Jamie Leigh Jones, a defense contractor for the company KBR, alleged was committed by her fellow employees. But the amendment became a subject of debate after the Department of Defense, Republicans in the Senate, and even the committee chairman, Sen. Dan Inouye (D-Hawaii) raised concerns that it would leave contractors over exposed to lawsuits

Uganda Bars Female Genital Mutilation
The Ugandan parliament unanimously passed a bill late last week that bans female genital mutilation (FGM) in the country. According to United Press International, those who are convicted of performing FGM will face up to 10 years in prison and can face life sentences in instances where the girl dies from the procedure. Parliament is also considering an amendment to the bill that would allow compensation for victims of FGM.
Ugandan President Yoweri Museveni originally announced plans to pass a law banning FGM in July. Fred Opolot, a government spokesman, told CNN, "A majority of Ugandans felt it is a disgusting act, but you have to remember that this is a cultural belief that has been practiced for generations...that's what took the bill so long to pass."
FGM is the partial or total removal of external genitalia. The practice both increases the risk of HIV transmission and increases infant and maternal mortality rates. In many cases, FGM decreases women's sexual satisfaction. Approximately 3 million young women annually are forced to undergo FGM as a form of birth control and as initiation into womanhood. FGM is practiced as a rite of passage in 28 African countries

Child pornography flourishes in a world with no borders
The figures are devastating. At any one time on the Internet it is estimated there are around three quarters of a million predators searching for sites featuring child pornography. The UN Special Rapporteur on the sale of children, child prostitution and child pornography, Najat Maalla M’jid in a report to the latest session of the Human Rights Council says, “there is more and more child pornography on the Internet, becoming what is today a very profitable business, with a worldwide market value estimated at billions of dollars.”

Sentencia de la CoIDH contra Estado mexicano histórica

México, DF 11 dic 09 (CIMAC).- El feminicidio en Campo Algodonero por el cual la Corte Interamericana de Derechos Humanos (CoIDH) condenó al Estado mexicano a reconocer que éste violó los derechos humanos de tres de las ocho víctimas asesinadas en el lugar en 2001, es el primer caso donde el máximo tribunal de justicia habla de perspectiva de género y declara violaciones directas a la Convención Interamericana para Prevenir, Sancionar y Erradicar la Violencia contra la Mujer (Belém Do Pará).
De ahí la relevancia de la sentencia -fechada el 16 de noviembre pasado y dada a conocer públicamente ayer- explicó hoy en entrevista con Cimacnoticias al término de la conferencia de prensa donde dio a conocer el fallo, la abogada de la Asociación Nacional de Abogados Democráticos (Anad), Karla Micheel Salas, quien junto con David Peña, también integrante de la Anad, y con el Comité de América Latina y el Caribe para la Defensa de los Derechos de la Mujer (Cladem), representan legalmente a Esmeralda Herrera Monreal, una de las víctimas

El acto finalizó con la interpretación de "Dignificada" canción emblemática de Lila Dows sobre la violencia hacia las mujeres a cargo de Clara Piquer acompañada en la guitarra por Martín Saharrea.
