Programa dirigido a abogadas y abogados
de América Latina
El Diploma de Postítulo en “Derechos Humanos y Mujeres: Teoría y Práctica”, que
organiza por sexto año consecutivo el Centro de Derechos Humanos (CDH) de la Facultad de Derecho de la Universidad de Chile, busca capacitar a abogadas y abogados latinoamericanos tanto en la aplicación del Derecho Internacional de los Derechos Humanos en temas relativos a los derechos humanos de las mujeres, como en el uso de los mecanismos de protección internacional de los derechos humanos. Además, se proporciona a las y los participantes nociones básicas de teoría feminista y se ofrecen herramientas para la aplicación de la perspectiva de género en el análisis jurídico.
El programa consistirá en clases presenciales en Santiago de Chile (2 semanas en agosto-septiembre y 1 semana en diciembre de 2009) y clases en línea (17 semanas). Se otorgará un Diploma de Postítulo en Derechos Humanos y Mujeres: Teoría y Práctica de la Facultad de Derecho de la Universidad de Chile a quienes cumplan satisfactoriamente con el programa de estudios. El programa se inicia el 3 de agosto y termina el 18 de diciembre de 2009.
Este programa ofrece un número limitado de becas para abogadas y abogados cuyo trabajo o actividades actuales demuestren su capacidad de defender y promover los derechos humanos de las mujeres. Se dará prioridad a personas que se desempeñen en organismos no gubernamentales de derechos humanos y de mujeres, a funcionarios públicos ligados con los ministerios y oficinas de la mujer, a investigadores y profesores de derecho, y a funcionarios de reparticiones ligadas con el Poder Judicial y/o la Defensoría del Pueblo o su equivalente a nivel nacional.

Tantas veces violadas

Diana Bazán Hidalgo es una joven cadete que se enroló en la Escuela de Oficiales de la FAP. Ahí, en una de las instituciones que prepara a nuestros jóvenes para que el día de mañana nos defiendan de peligros y agresiones, fue humillada, ultrajada sexualmente y tratada como un objeto. A Jesús Ferreyra, alférez al que se le acusa de este crimen, se le separó de la FAP por falta disciplinaria muy grave. Lo peor de esta historia, sin embargo, ha venido después: a Diana en la Escuela la consideran una traidora. Según su madre, sus superiores la castigan por cualquier cosa y sus compañeros le han aplicado la 'ley del hielo’. Como consecuencia de esto, Diana está sumida en una profunda depresión y la FAP la ha declarado inapta para el servicio militar.
Si la violación se hubiera dado en la calle, estaríamos ante uno de los miles de casos de agresión sexual a los que se ven sometidas las mujeres en nuestro país. Pero este crimen se perpetró dentro de las instalaciones de una escuela militar, por parte de personal militar que se encontraba de servicio. La corresponsabilidad del Estado resulta evidente. Sin embargo, a la señora Marlene Hidalgo, madre de Diana, nadie la recibe e, incluso, el ministro Flores-Aráoz la acusa de querer sacar provecho de este triste incidente.
Recordemos que, de acuerdo con el Informe de la Comisión de la Verdad, una de las peores secuelas de la guerra interna fue la violación sexual a mujeres. El documento señala que las FF.AA. son responsables de más del 80% de estos ataques. La CVR hizo un minucioso trabajo para lograr que estas víctimas se sobrepusieran a prejuicios culturales que las obligaban a guardar silencio y dieran su valiente testimonio. Sin embargo, al igual que Diana, tras confesar su drama, muchas de ellas no han recibido nada a cambio. Ni indemnización, ni siquiera unas disculpas del Estado, que la mayoría de las veces se defiende argumentando que eso ocurrió en gobiernos anteriores.

La teta y la violencia contra la mujer

El éxito obtenido por la directora Claudia Llosa con La teta asustada en el prestigioso Festival de Berlín ha conmovido y emocionado a todos los que amamos el cine y el arte, y vemos, consternados, cuán difícil es producirlo en nuestro país, sin apoyo económico suficiente ni comprensión por las propuestas artísticas, y más bien con indiferencia u hostilidad, sobre todo cuando éstas escapan al conformismo, cuestionando la violencia, la injusticia y la impostura que se ocultan tras las apariencias.
La calidad de Claudia Llosa como narradora de gran vigor y originalidad ya se había manifestado en Madeinusa, película que en su momento encontró la incomprensión prejuiciosa de algunos comisarios de la cultura, que aún persisten en descalificar, desde ya, a La teta asustada ¡sin haberla visto! Felizmente, la mala crítica no ha desalentado a la directora, de la cual esperamos ahora una carrera espléndida.
Por lo que ya ha trascendido sobre La teta asustada, no cabe duda de que estamos, además de ante una obra de arte, ante la expresión valiente de una realidad desgarradora a la cual la sociedad y el Estado no han prestado la atención y la justicia que exige. Se trata de la violencia contra la mujer, en particular aquella que se produjo en el conflicto armado interno de 1980 a 1995, en el cual innumerables mujeres y niñas sufrieron terribles agresiones y, sobre todo, la peor de las afrentas: la violación sexual, cometida tanto por los terroristas como, lo que es aún más inadmisible, por efectivos de las FFAA.

DIPUTADOS APRUEBAN LEY CONTRA LA VIOLENCIA SEXUAL EXPLOTACIÓN Y TRATA DE PERSONAS
Sinopsis: Por unanimidad Diputados y Diputadas del Congreso de la República, aprobaron el decreto 9-2009 Ley Contra la Violencia Sexual, Explotación y Trata de Personas, con el objetivo principal de prevenir, reprimir, sancionar y erradicar la violencia sexual, la explotación y la trata de personas; la atención y protección de sus víctimas y resarcir los daños y perjuicios ocasionados a una víctima. (Autor: Departamento de Comunicación Social , 18/Febrero/2009, 16:28 )
La determinación unánime del Pleno Legislativo, además de establecer sanciones carcelarias que no permiten medidas sustitutivas (pago económico), también da vía libre para la creación de la Secretaría contra la Violencia Sexual, Explotación y Trata de Personas, que será la responsable de dar cumplimiento a la ley y a políticas y planes relacionados con la misma. Con el propósito de garantizar su aplicación.
La normativa al modificar algunos artículos del Código Penal, incrementa las sanciones en contra de aquellas personas que por ejemplo cometan el delito de violación incluidos niños y niñas, pues la prisión será de 8 a 12 años. En tanto que quien cometa agresión sexual será sancionado con prisión de 5 a 8 años.
La Ley indica que el delito de promoción, facilitación o favoritismo de prostitución, será sancionado con prisión de 5 a 10 años. Mientras que a la persona que cometa el ilícito de Trata de Personas se le impondrá una sanción carcelaria de 8 a 18 años y una multa de 300 a 500 mil quetzales.
“Esta nueva normativa, es una norma jurídica que implica romper con muchos paradigmas, que facilitará la investigación criminal para imponer las sanciones a los responsables de cometer estos ilícitos. Pero lo más importante es que esta Ley ha sido consensuada por todas las fuerzas políticas representadas en este Congreso incluyendo las enmiendas” dijo la Quinta Secretaria de la Junta Directiva Diputada Zury Ríos Montt de Weller tras la aprobación de la Ley que propuso junto a la Diputada Independiente Sonia Segura.
Ello al lanzar un mensaje claro a aquellas personas que cometen estos ilícitos en el país: “Quisiera decirle a los guatemaltecos que todos aquellos que estén comercializando o difundiendo pornografía de menores de edad, todos aquellos que estén comprando material pornográfico de menores, todos aquellos que estén haciendo hoy turismo sexual en éste país, todos aquellos hombres que estén abusando de niños menores y de mujeres. Que hoy hay Ley que se les va a aplicar, porque hay voluntad de éste Congreso en legislar y hay voluntad del Organismo Judicial, del Ministerio Público y de Organismos Internacionales de fiscalizar que esto no se haga en el país. Esto ya no debe pasar y cuando pase se aplicará todo el peso de la ley” concluyó la Diputada Zury Ríos Montt de Weller.
Rosa Maria de Frade Diputada de la Bancada Guatemala por su parte señaló: “en equipo las mujeres parlamentarias nuevamente abanderamos la causa de la defensa de los derechos humanos fundamentales pero sobre todo de la niñez y juventud. Por lo que corresponde dar seguimiento al cumplimiento de esta Ley y fortalecer el sistema de investigación, es un paso más que hemos dado, es importante pues logramos por fin que la legislación se actualizará y que se pueda perseguir estos delitos tan terribles que se comenten como la explotación y la trata de personas sobre todo con menores de edad”.
Tras la aprobación del decreto 9-2009 representantes de la sociedad civil dieron a conocer su satisfacción y agradecieron al Congreso de la República, que haya respaldado una ley tan importante.
Por lo que, Adriano Gonzáles representante del Fondo de las Naciones Unidas para la Infancia (UNICEF) dijo: “la aprobación de la Ley beneficiará a niños y niñas, así como mujeres que están siendo afectadas. Por ello debe ser un orgullo patriótico y de Nación que por ejemplo la pornografía infantil ya es un delito”.
Felipe García director ejecutivo del Movimiento Social por los Derechos de la Niñez por su parte indicó: “estamos muy contentos por el avance, pues se está dando un mensaje a la Comunidad Internacional, en cuanto a que Guatemala deja de ser un paraíso propicio para la trata de personas y la pornografía infantil”.

El Universal.- Reforzarán fiscalía contra feminicidios en Edomex

TOLUCA, Méx.— El procurador de Justicia mexiquense, Alberto Bazbaz, aseguró que la Fiscalía Especial para la Atención de Homicidios Dolosos de Mujeres será reforzada con dos unidades especiales de agentes investigadores, pero declinó aclarar los “ajustes” a las estadísticas oficiales, que implicaron “borrar” docenas de estos crímenes cometidos antes de 2005.
En breve entrevista, el funcionario tampoco aceptó explicar por qué en la página de internet de la Procuraduría mexiquense no se han vuelto a publicar las estadísticas de feminicidios, las cuales se decidió retirar del portal electrónico cuando llegó a la dependencia y las cifras de impunidad, por casos sin resolver, eran superiores a 90%.
El funcionario aseguró que “ya casi” está todo listo para que las estadísticas sean nuevamente reinstaladas en la página electrónica. Sin embargo, al ser entrevistado sobre los ajustes a las cifras de 2005, interrumpió abruptamente la conversación y se retiró sin aceptar más preguntas.

$225 million for Byrne competitive grants (which are competitive grants to prevent crime, improve the administration of justice and to provide services to victims of crime).

Red nacional estructurada bajo el manto oficial

México DF, 20 febrero 09 (CIMAC).- Cada año, el número de la trata de menores de edad en el mundo asciende a 1.2 millones. En México, más de 20 mil son víctimas de explotación sexual comercial infantil y pornografía en una red que cubre a la República de manera organizada gracias a la complicidad de las autoridades.
En los destinos turísticos mexicanos se explota sexualmente a más de 16 mil niñas y niños ante la atenta mirada de la sociedad que ve a los turistas pasear descaradamente de la mano de menores de edad. ¿Por qué lo permiten los hoteleros de nuestras playas? ¿Por qué no hay publicidad que anime a la denuncia como en Costa Rica donde en cualquier recepción de hotel existen folletos contra el turismo sexual infantil?
México se ha convertido ya en la nueva Tailandia, donde la trata de menores de edad es el negocio más rentable después de las drogas y las armas. Este delito se inscribe dentro del crimen organizado, pero aquí las autoridades solo están interesadas en perseguir a narcos, no a los pederastas que abundan protegidos por hombres de poder de importantes niveles económicos y políticos del país.
La implicación de autoridades en la trata de niñas y niños de los casos de “Casitas del Sur” en el Distrito Federal, del Centro de Adaptación e Integración Familiar, AC (Caifac) en Monterrey y de “La Casita” en Cancún, demuestra que la extensa red nacional de pornografía y prostitución infantil esta estructurada bajo el manto oficial.

OPINION: Are Honor Killings Simply Domestic Violence?

On February 12, 2009, Muzzammil Hassan informed police that he had beheaded his wife. Hassan had emigrated to the United States 30 years ago and, after a successful banking career, had founded Bridges TV, a Muslim-interest network which aims, according to its website, "to foster a greater understanding among many cultures and diverse populations." Erie County District Attorney Frank A. Sedita III told The Buffalo News that "this is the worst form of domestic violence possible," and Khalid Qazi, president of the Muslim Public Affairs Council of Western New York, told the New York Post that Islam forbids such domestic violence. While Muslim advocacy organizations argue that honor killings are a misnomer stigmatizing Muslims for what is simply domestic violence, a problem that has nothing to do with religion, Phyllis Chesler, who just completed a study of more than 50 instances of North American honor killings, says the evidence suggest otherwise.

I was a victim of both mental and physical abuse in 2003. I lived with a man that kept me so isolated i had no friends, family, self esteme, and was not allowed to even have a car. He one time hit me in the eye 10 times with his fist causing my molar teeth to fall out the following day. my skull felt cracked and my eye black and blue as I wandered around in a daze for two days and remember calling larry and all he said was you can come home now, you cunt! after living in fear for two years that the police were going to raid our house because of all the drug dealers and low life people that would come over, It happened. The night before I told larry the cops are coming Please dont have any drugs in our room. I cleaned it out and larry brought more meth home and the next day they raided us. Of course they found it and we were both being taken to jail in the same car and larry said tell them its yours bitch!. I was so scared of him and did not know the seriousness of it I tol

Well since then Ive spent 287 days in custody, registered as a drug offender and I was suppose to been off probation last year, and I changed my address because I fell behind on my po box payments and they sent me a letter to come to court and I never got it, I have another warrant. Last time the judge said I will go to prison, I havent been in any trouble since and am about to lose my mind about this again. I feel Ive done my time for something that wasnt even mine. Im writing to ask you if you can provide a lawyer for me to end this nighmare. Ive have public defenders that do nothing for me. R&B singer Chris Brown.s alleged violence and abuse toward Rihanna
It is alleged that R&B singer Chris Brown was physically violent and abusive toward R&B singer Rihanna. The alleged abuse occurred on their way to the Grammy Awards on February 8, 2009 in Los Angeles, California. If Chris Brown is guilty of these charges, like all men who are violent and abusive toward women, he should be held accountable.
Domestic Violence is the manifestation of sexism. This means that men, as a collective, are the problem. The collective socialization of men teaches men and boys that men are superior to women, that women are the property and objects of men and that they have less value than men. Chris Brown, like all men, is a product of that teaching.
As we respond to these allegations let us make note that men's violence against women is the number one cause of injury to women. In the United States it is estimated that men will use violence against more than 3 million women this year. Unfortunately, this means that nearly 8,500 men will use physical violence against women every day. Men will rape 1 out of 6 women. Men sexually assault girls and women between the ages of 16 and 24 at a higher rate than any other group of women. Men will sexually assault 1 out of 4 women during her time in college. Each day several men murder their present or former female partner. The majority of these murders occur during or after a separation
The Center for Disease control states that men's violence against women is a major health
issue facing women in the United States. With this being said, not just Chris Brown, but all men are part of the problem. Those of us who continue to view women as less than, as property and sexual objects support a culture of male dominance and violence against women. If you are a man, Chris Brown is you, Chris Brown is me, and Chris Brown is all of us.
Chris is 19 years old. He received many messages about manhood and relationships with
women from men. Possibly much of what he has learned is unfortunately, from the collective body of men, which continues to teach our boys that male dominance, control, privilege and entitlement is the correct way to behave.

living reminder of this time. Her sickness is called fear – and it has
robbed her of her soul. But then, when her mother suddenly dies,
Fausta is forced to face her fears. The overpowering nature of these
fears, and the desperate lengths to which Fausta will go to assuage
them is revealed by her biggest secret: in order to bar loathsome
intruders from entering her body she has inserted a potato into her
vagina as a kind of antibacterial ‘defence shield’. However, her mother’s death unleashes unexpected events that change Fausta’s life dramatically, as well as the lives of others involved. Fausta now sets
out on a journey – a journey that will lead her out of her fear and
into freedom.
Peruvian director Claudia Llosa’s film addresses a dark era of her
country’s history. Established in 2001, the Peruvian ‘commission for
truth and reconciliation’ (Comisión de la Verdad y Reconciliación,
CVR) has registered almost 70,000 murder cases, as well as countless
rapes, abductions and other human rights abuses in the period from
1980 to the year 2000.

Invitación a la sociedad civil para contribuir a la integración de la perspectiva de género
en el Proyecto de Declaracion de Compromiso de Puerto España - Quinta Cumbre de las Américas
La Comisión Interamericana de Mujeres (CIM) y el Proceso de Cumbres
La Quinta Cumbre de las Américas será realizada de 17 a 19 de abril de 2009, en Puerto España, República de Trinidad Tobago, bajo el tema: "Asegurar el futuro de nuestros ciudadanos promoviendo la prosperidad humana, la seguridad energética y la sostenibilidad ambiental". El Proyecto de Declaración de Compromiso de Puerto España ha sido organizado en cinco (5) ejes principales: Promover la Prosperidad Humana, la Seguridad Energética, la Sostenibilidad Ambiental, Reforzar la Seguridad Pública y la Gobernabilidad Democrática.
El referido Proyecto de Declaración de Puerto España fue discutido en el marco de la Tercera Reunión de Ministras o Autoridades a más alto Nivel Responsables de las Políticas de las Mujeres - REMIM III (Noviembre 2008, Chile) y, como resultado se ha emitido un documento en el que recomiendan que los gobiernos integren la perspectiva de género en cada uno de los temas del Proyecto de Declaración. La Comisión Interamericana de Mujeres (CIM) también ha emitido un documento específico en el mismo sentido.
En seguimiento a esas recomendaciones, la CIM/OEA y la Secretaría de la Cumbre de las Américas tienen el placer de invitarlas a participar del FORO VIRTUAL DE GÉNERO con la sociedad civil a realizarse entre 18 y 27 de febrero de 2009 , dirigido a examinar, discutir y sugerir la incorporación de propuestas concretas de recomendaciones bajo esa perspectiva al texto del Proyecto de Declaración de Compromiso de Puerto España, en su cinco ejes temáticos, a partir de la valiosa experiencia de personas, organizaciones y redes con trayectoria en este campo en las Américas. La propuesta pretende crear, pues, una oportunidad para que la sociedad civil que trabaja por los derechos de las mujeres y las cuestiones de género puedan hacer sus contribuciones para la negociación del documento resultante a la Quinta Cumbre de las Américas.
Estructura y Metodología del Foro
Para llevar a cabo esa tarea, el Foro contará con la colaboración de dos moderadoras (Valéria Pandjiarjian y Elba Nuñez, del Comité de América Latina y el Caribe para la Defensa de los Derechos de la Mujer - CLADEM) que, juntamente con la coordinadora de la Plataforma Virtual de Cumbre de las Américas (Claudia Salazar), van a operar la conducción de los debates en los espacios virtuales bilingües (español/inglés), los cuales estarán disponibles al acceso permanente y sin interrupción (incluso a los fines de semana) por los/las participantes durante todo el período del Foro para recibir sus contribuciones. Ver biografías de las moderados aquí.
Las recomendaciones finales serán complementadas con un informe que elaborará la Secretaría de la CIM sobre los principales comentarios y aportes que se hagan en el foro virtual. La Secretaría de Cumbres hará amplia distribución del informe, publicará el mismo en la web de la Secretaría de Cumbres y lo distribuirá como material de referencia en la reunión Hemisférica con la sociedad civil que se llevará a cabo en la sede de la OEA Washington DC, en la primavera de 2009.
Les invitamos a participar activamente de esa iniciativa, así como difundirla entre otras organizaciones y redes efectivamente comprometidas con los derechos de las mujeres y las cuestiones de género, con el fin de ampliar aún más las oportunidades de participación de los actores sociales en ese proceso e incrementar al máximo la capacidad de incidencia pretendida con alto nivel de contribución.
El Foro Virtual de Género se desarrollará a través de la Plataforma Virtual de Cumbres de las Américas, un espacio de manejo amigable, con acceso bajo previo registro, creado por la Secretaría de Cumbres y que se vale de las tecnologías de la información y de la comunicación para lograr una mayor oportunidad de participación de la sociedad civil en el Proceso de Cumbres.

Una diputada, una abogada y un ministro opinaron sobre los casos de dos víctimas de violencia doméstica que mataron a su pareja. A una no le tomaron en cuenta las denuncias por agresiones y la otra ni siquiera tuvo la oportunidad de hacerlas.

Marcela Rodríguez, diputada, y Daniel Arroyo, ministro de Desarrollo Social bonaerense.Los casos de Graciela Aguirre y Valeria Pérez Aquino generaron distintas opiniones de una legisladora, una abogada y un funcionario. La diputada Marcela Rodríguez (Coalición Cívica) le dijo a Página/12 que el caso Aguirre “desde el comienzo fue claramente un caso de legítima defensa y, aunque ahora fue absuelta, nadie le quita la privación ilegal de la libertad que sufrió” hasta que la declararon inocente. En cuanto a Pérez Aquino (ver en esta página), la legisladora opinó que el tribunal que la condenó “desconoció toda la historia de violencia que sufrió esa mujer”. La abogada Nelly Minyersky, por su parte, sostuvo que hay fallas “en todo lo que hace a la prevención de los casos de violencia familiar, para evitar que se llegue a la última instancia de la muerte. Es preciso trabajar en la educación y la difusión para que las mujeres hagan valer sus derechos y tengan una protección a tiempo”. También habló el ministro de Desarrollo Social bonaerense, Daniel Arroyo, quien consideró “muy importante” la decisión que dejó libre a Graciela Aguirre porque en la provincia “el año pasado tuvimos más de 120 mil denuncias por violencia familiar” contra mujeres y niños.

Pakistan ignores justice and holds women in contempt

More than 100 schools for girls have been torched or blasted by
militants in the Swat valley and other tribal areas, where it is
feared that as many as 100,000 girls may now be denied their basic
right to an education.
The militants have warned all parents to remove their daughters from school or face direct attacks on the girls. Women have been told to
wear the veil and not leave their homes unless accompanied by a male relative. The Pakistani government is said to have agreed the introduction of sharia law with the militants as an inducement to stop the fighting.
Government sanction of a parallel legal system used to deny the basic
rights of women and girls, is both unconstitutional and unacceptable.
Reports suggest that more than 70 Taliban courts are already operating
in the region, handing down punishments that include flogging. With no indication of when girls' schools in the region will reopen and with appeasement of the militants an apparent priority, the government claims to be doing all it can to restore law and order, but it seems to have excluded consideration of more than half its population.
Law and order is certainly something that would be very much welcomed by Mukhtar Mai. She was gang-raped in 2002 on the orders of an illegal tribal court in punishment for an alleged crime of her 12-year-old brother. She has still not won justice. After years of struggling to
bring her attackers to account after the High Court overturned their
convictions in 2005, she had a message at the end of last year – which she says was sent by the Federal Minister for Defence Production, Sardar Abdul Qayyum – warning her to drop all charges against the 13 men accused.
If she failed to do so, he and his associates would ensure the case
did not go in her favour. The case has been adjourned indefinitely by
the Supreme Court, and Ms Mai believes that naming the minister has put her life in further danger.
The disregard of justice and contempt for women's rights has spread through goverment. Women's groups protested when Mir Hazar Khan Bijarani was appointed Minister of Education last year, months after he had presided over an illegal tribal court which gave away five girls, aged two to five, as compensation in a local dispute.
The Pakistani government also elevated Israrullah Zehri to the
position of Minister of Postal Services, after he had defended the
slaughter of three teenage girls and two adult women in Balochistan
because the girls sought to choose their own marriage partners. He is
said to have answered parliamentary questions with: "These are
centuries-old traditions and I will continue to defend them".
Observers may be forgiven for questioning the resolve of the
government to insist on girls' education, an end to violence against women and equal rights in the Swat valley and other tribal areas. As equal citizens, the women of Pakistan deserve to see their rights safeguarded, not sacrificed at the altar of extremism or left in the
hands of cabinet members for whom Pakistan's constitutional
protections have little meaning.
If the government of Pakistan is truly committed to ending violence
against women and promoting equality, it must send the clear message that women's rights are not negotiable. And start by putting its own house in order.

A parallel, uncodified, justice system would not only bring confusion to those seeking to assert their rights, it would also risk denying them the protections provided by Pakistan’s national laws as well as under Pakistan’s Constitution. Given the record of the militants to date, evidence suggests that rights already provided by Pakistan’s Constitution, especially those of women and girls, would be denied or diminished under any system administered by the militants. This would be a violation of constitutional guarantees of equality among other things.
I would therefore respectfully urge the Government urgently to reject
endorsement of any alternative legal system which does not guarantee equality to all. We would also urge you to take active steps to uphold and protect the rights of women and girls, including by effectively countering the militants’ ban on girls’ education and ensuring girls’ safe access to education.

Balance de denuncias y homicidios por violencia de género en el año 2008

El Ministerio de Igualdad ha hecho balance de las denuncias y homicidios por violencia de género en el año 2008, así como de las llamadas al teléfono 016, y entre sus datos caben destacar los siguientes:
400 mujeres al día decidieron denunciar la violencia de género lo cual implica confiar en las instituciones y en su protección para recuperar su vida, cifrándose el aumento porcentual en el 15,9%, hasta el 3er. Trimestre de 2008, con respecto a 2007.
Por tercer año consecutivo desciende el número de fallecidas con denuncia previa, solicitud de orden de protección y con orden de protección en vigor, lo que supone que es fundamental poner en marcha estos mecanismos, la denuncia y la orden de protección, para conseguir una mayor seguridad para las víctimas y reducir así drásticamente el número de homicidios.
El número de denuncias presentadas por los familiares en los nueve primeros meses del año se ha incrementado en un 116,4%, prueba evidente de que, aunque aún queda mucho camino por recorrer, el apoyo y la sensibilización de las personas allegadas a las víctimas y de toda la sociedad es fundamental para acabar con el maltrato. Igualmente, el porcentaje de incremento en atestados por intervención directa ha sido del 40,5%, como respuesta rápida de las instituciones ante los casos de violencia de género.
El balance recoge, igualmente, que la diferencia de víctimas mortales entre 2003 (año anterior a la promulgación de la Ley Integral) y 2008, es de 5 puntos menos tras la entrada en vigor de la norma.

El gobierno de Gambia ha asumido y aprobado un proyecto dirigido por una investigadora de la Universidad Autónoma de Barcelona para abolir la ablación genital femenina que propone un ritual similar y respetuoso con la tradición pero sin mutilación física. Cada día 8.000 niñas y mujeres sufren la ablación.
La directora científica del grupo interdisciplinar para la prevención y el estudio de las prácticas tradicionales perjudiciales de la universidad barcelonesa, Adriana Kaplan, ha presentado junto a la enfermera Juana Moreno, que coordina el proyecto en Cataluña, la metodología alternativa de iniciación femenina aceptada por el gobierno gambiano.
El proyecto se denomina "Iniciación sin Mutilación" y ha sido asumido como Programa Nacional del Gobierno de Gambia, un "hito especialmente relevante", según Kaplan, que recuerda que hace diez años el ejecutivo de este país africano prohibió cualquier trabajo de sensibilización sobre las mutilaciones genitales femeninas, por considerar que la ablación era enfocada con agresividad por algunas organizaciones no gubernamentales.
La investigadora ha explicado que la intervención de la vicepresidenta de Gambia, Isatou Njie-Saidy, ha sido muy importante para que se considerara aplicable este ritual, que propone respetar la transmisión de los conocimientos femeninos y el reconocimiento público del nuevo estatus de las niñas, aunque eliminando la fase más traumática de la ablación física.
La investigadora asegura que las familias africanas que residen en España "cambian de parecer con el tiempo" a la hora de decidir si realizan la ablación a sus hijas, y que, desde que en 1993 se detectaron dos casos en poblaciones catalanas, no se ha vuelto a producir ninguno más.

En España hay unas 50.000 víctimas de las redes de explotación sexual
La Red Española Contra la Trata de Personas (RECTP) denunció este jueves que la cifra de víctimas de explotación sexual que existe en España podría rondar las 50.000 personas.
Mientras la opinión pública "siga teniendo una consideración amable de la prostitución, no se logrará acabar con esta violación sistemática de los derechos humanos", advirtió la RECTP.
Según la Organización Internacional del Trabajo, las redes de explotación sexual afecta a 2,5 millones de personas cada año en todo el mundo, principalmente a mujeres.
Estos son algunos de los datos que arroparon el acto de presentación de la 'Guía básica para la identificación y protección de las víctimas de la trata' (pdf). Sus objetivos son sensibilizar a la sociedad y proporcionar herramientas a los profesionales para identificar y proteger a las víctimas.
La directora del Instituto de la Mujer, Rosa Peris, destacó la dificultad que supone tener una estimación real del número de afectados por este "lucrativo" negocio, que genera 6.000 millones de euros al año en el mundo, ya que muchas de las víctimas "no están identificadas".
Según Peris, se trata de un problema global que precisa medidas conjuntas a nivel internacional. "Las administraciones no pueden desinhibirse del asunto", subrayó la directora, quien explicó que "el miedo a las represalias es el que impide a las víctimas denunciar".
La trata: la esclavitud del siglo XXI
Por otra parte, la portavoz de la Asociación para la Reinserción de las Mujeres Prostituidas (APRAMP), Rocío Nieto, destacó que la trata de personas es un fenómeno reciente, pero no nuevo. "Es la esclavitud del siglo XXI", declaró. Además, señaló la dificultad que supone visibilizar el problema, dada la 'doble moral' con la que se rige la sociedad de hoy.
En esta línea, la actriz Mabel Lozano, protagonista del anuncio de sensibilización, destacó la necesidad de que la Administración establezca políticas de educación e información dirigidas a los más jóvenes. "Ellos serán los futuros clientes de la prostitución, por eso el Ministerio de Educación tiene que implicarse en la formación de estos jóvenes", afirmó.
Finalmente, las promotoras de la iniciativa, que agrupa el trabajo de más de 22 ONG, remarcaron la importancia de actuar de "forma coordinada" para avanzar en la detección y en la atención que se les ofrece. "Debemos trasladar el mensaje de que estamos a su lado, de que no están solas, para que sepan que pueden salir de esa cloaca que es la prostitución", concluyó Nieto.
