* Mi nombre es Rosa María González. El 4 de abril de 2009 presenté mi examen para obtener el grado de Maestra en Historia del Arte en la Facultad de Filosofía y Letras de la UNAM con la tesis titulada MAR DE INDICIOS. Imágenes de la violencia feminicida y la pornografía sádica en Cd. Juárez, el cual aprobé con mención honorífica. Mis sinodales fueron Rita Eder, Marcela Lagarde, Carmen Aristegui, Griselda Gutierrez y Laura González. Desde esta perspectiva multidisciplinaria, que parte de la historia del Arte, llegué a numerosos e importantes indicios de que la pornografía sádica sí está involucrada en algunos feminicidios ocurridos en Cd. PODER JUDICIAL ABSUELVE A MIGUEL TOLEDO DEL DELITO DE VIOLACIÓN SEXUAL
El 17 de abril del 2009, la Cuarta Sala en lo Penal - Reos Libres de la Corte Superior de Lima, emitió una sentencia que absuelve a Miguel Toledo del Delito contra la Libertad-Violación sexual cometida contra Milady Rojas. De esta manera, se revoca la sentencia que fue materia de apelación el 31 de octubre del 2007, que falló condenando a Miguel Toledo por el Delito de violación sexual, a 4 años de pena privativa de libertad, suspendida condicionalmente por el término de tres años.
La reciente sentencia absolutoria, adoptada por dos votos a favor y uno en contra, desestima totalmente las pruebas que sindican a Miguel Toledo como culpable, tal como lo demuestran los testigos, la declaración de Milady Rojas, el análisis de dosaje etílico y los informes psicológicos realizados a la agraviada luego de los ocurridos los hechos. El voto discordante emitido por uno de los vocales de la Corte Superior , dan cuenta de ello.
Cabe destacar que el proceso judicial se ha desarrollado con una serie de irregularidades y vicios procesales, es por ello, que el Movimiento Manuela Ramos quien patrocina a Milady Rojas, rechaza este fallo y esta evaluando llevar el caso ante los organismos Internacionales de Derechos Humanos para obtener justicia.
Al respecto la CIDH en su Informe sobre Acceso a la Justicia para las Mujeres, ha recomendado a los Estados cumplir con su deber de "garantizar la debida diligencia para que todos los casos de violencia por razón de género sean objeto de una investigación oportuna, completa e imparcial, así como la adecuada sanción de los responsables y la reparación de las víctimas"[1]. Asimismo, el Comité para la Eliminación de la Discriminación contra la Mujer , ha emitido una serie de recomendaciones al Estado Peruano en el año 2007, en una de las cuales se insta al estado "aque investigue todos los actos de violencia cometidos contra mujeres, enjuicie a sus autores y conceda reparaciones a título individual a las mujeres que hayan sido víctimas de diversas formas de violencia"[2].

Action Alert: Tell Burger King To Quit Airing Hyper Sexualized “Booty Is Booty” Ad Aimed At Children
I’ve never been a Burger King fan, even in my pre-vegetarian phase, something about the monarchal claim to culinary superiority that just didn’t jive with my concept of gastronomical satisfaction, but even being ever so charitable about the merits of their product, you really have to wonder what they had in mind when they came up with this advertisement:
Booty is booty? Measuring square butts? B-grade juvenile humor that at best might appeal to pubescent boys and make young girls feel they need to eat BK to measure up–oh wait, that’s exactly the problem… According the Campaign for a Commercial-Free Childhood (CCFC), the ad has run at various times, including during the recent NCAA national championship.
“It’s bad enough when companies use a beloved media character like SpongeBob to promote junk food to children, but it’s utterly reprehensible when that character simultaneously promotes objectified, sexualized images of women,” said CCFC director Dr. Susan Linn.
“No parent watching a major sporting event with their children should have to worry about being assaulted by sexualized imagery,” said Joe Kelly of The Dad Man, a CCFC Steering Committee Member.
Not something you want your kiddies or anyone else’s kiddies watching? As CCFC puts it, “It’s bad enough when companies use a beloved media character like SpongeBob to promote junk food to children, but it’s utterly reprehensible when that character simultaneously promotes objectified, sexualized images of women.” Click here and help CCFC send a loud and clear message to Burger King that this ad is unacceptable.

End Sexual Violence against Native American and Alaska Native Women
The U.S. Department of Justice’s own statistics indicate that Native American and Alaska Native women are more than two and a half times more likely than women in the United States in general to be raped or sexually assaulted. In order to achieve justice, Native American victims of sexual violence frequently have to navigate a complex maze of federal, state, tribal and local law. In addition, the agencies responsible for responding to this violence are severely underfunded, and their services are far from adequate to ensure that required law enforcement and medical attention are supplied. More than one in three Native women will be raped in their lifetime. On April 22, Sarah Deer, Visiting Professor of Law at the William Mitchell College of Law, and also a member of AIUSA’s Native American and Alaska Native Advisory Council, testified before the same Sub-Committee in the first-ever hearing held specifically on Law Enforcement in Indian Country. With these recent testimonies fresh in the minds of those on Capitol Hill, we have a unique window of opportunity to pressure the appropriators to help end this epidemic of sexual violence.

non-scientific theories such as "Parental Alienation Syndrome" which are used to remove custody from fit parents, usually mothers. PAS has even been used in cases of documented abuse to justify giving custody to the abuser.

Mujeres deciden en condiciones de justicia: Mícher
GDF respalda el derecho a la maternidad voluntaria

México DF, 23 abril 09 (CIMAC).- A dos años de que la Asamblea Legislativa del Distrito Federal (ALDF) aprobó la Interrupción Legal del Embarazo (ILE), 23 mil 233 han ejercido este derecho en esta ciudad que sigue siendo la única del país que cumple con los tratados internacionales que el Estado ha suscrito y firmado con organismos internacionales en materia de salud reproductiva, en tanto que grupos conservadores del Gobierno federal imponen una postura frente a una sociedad que reclama el derecho de ejercer la maternidad voluntaria en el interior del país.
En el marco del segundo aniversario de la ILE en la Ciudad de México, Martha Lucía Mícher, directora general del Instituto de las Mujeres del Distrito Federal (Inmujeres DF), la funcionaria declaró que el GDF ha roto con las complicidades de un Estado patriarcal y no impone leyes y juicios que propician la discriminación; ahora favorece el derecho pleno de las mujeres de tomar decisiones importantes en condiciones de equidad y de justicia.
Durante el foro: “Dos años de ejercer nuestros derechos: Interrupción Legal del Embarazo en el Distrito Federal”, convocado a través de la Secretaría de Salud capitalina en coordinación con organizaciones de la sociedad civil (OSC), Mícher señaló que las mujeres de la Ciudad de México toman sus decisiones libres, informadas y responsables y además cuentan con tres opciones para decidir sobre sus cuerpos: la ILE, continuar con su embarazo o bien dar al bebé en adopción.
En este contexto, la directora general del Inmujeres DF lanzó un llamado para que en cada uno de los estados de la República donde se modificó y en los que está por modificarse la Constitución con el fin de dar personalidad jurídica al producto desde el momento de la concepción, Lucía Mícher pidió a los mexicanos recordar las palabras del magistrado Góngora Pimentel, de que no se puede obligar a que las niñas y a las mujeres a que sean madres.
Por lo pronto, las mujeres de la Ciudad de México conmemoran esta fecha como un día importante, porque en un día como hoy de hace dos años se reconoció el derecho de las mujeres a decidir sobre su cuerpo, sexualidad y maternidad, al otorgarles la opción de interrumpir un embarazo hasta las doce semanas de gestación en condiciones de seguridad, de manera libre, responsable e informada.

Remains of 12 Women on America's Most Wanted this Weekend
Please be informed that the many bones found on Albuquerque's West Mesa will be featured this weekend on America's Most Wanted television program. Only seven of the victims including an unborn fetus have been identified: six Chicanas and one Native American. Some of the families are anxious to have remains returned to them but the remains are being held as evidence. Thus, you are invited to participate on the 4th of each month in a vigil and Speak-Out at Robinson Park at 7:00 p.m. We need this issue to continue to be an open-for-discussion and justice issue until all the bodies are identified and we know there are no more body bones mixed up, crushed, splintered on the mesa.

4 Memphis police officers indicted after undercover investigation

James George, 52, an officer since April 1996, most recently assigned to the Mt. Moriah Station as a patrolman, resigned April 9.
He has been charged in three indictments for offenses alleged to have occurred within the past year: taking a 40-year-old prostitute off the street against her will and raping her; kidnapping another prostitute and raping her on Nov. 28, 2008; and kidnapping and raping an underage girl on Sept. 25, 2008, with Daniel Wallace.
Wallace, 44, an officer since December 2003, most recently assigned to the Mt. Moriah Station, resigned April 9.
He is accused of taking part with George in the alleged kidnapping and rape of an underage girl on Sept. 25, 2008.
Thomas Woods, 54, an officer since 1998, assigned as a patrolman in the Mt. Moriah Station, resigned April 9.
He is accused of kidnapping and raping a prostitute sometime in 2008.
Larry Orange, 44, an officer since January 1994, most recently assigned to the police department's DUI unit, is on nonenforcement status pending an administrative hearing.
He is accused of aggravated statutory rape and sexual battery of an underage girl in August or September 2008.

México, 14 Abr (Notimex).- El titular de la Secretaría de Seguridad Pública del Distrito Federal (SSPDF), Manuel Mondragón y Kalb, llamó a las mujeres que laboran en esa dependencia para que denuncien cualquier actitud de acoso sexual.
En un mensaje dirigido a todas las mujeres que les fue entregado por escrito junto con su recibo de pago, el funcionario reiteró que el personal jurídico de la SSPDF habrá de prestar apoyo y orientación a las víctimas de ese hecho.

Senate confirms Oaklander to Justice Dept. post

The U.S. Senate today voted 82-4 to confirm Oakland attorney Tony West as Assistant U.S. Attorney General in charge of the U.S. Department of Justice’s civil division, which represents the United States, its departments and agencies, members of Congress, Cabinet officers and other federal employees in a wide range of litigation.
West — most recently a litigation partner at Morrison & Foerster in San Francisco, and formerly a Clinton Administration Justice Department official; a federal prosecutor; and a special assistant California Attorney General tasked with troubleshooting difficult issues — is expected to be sworn in at the end of this week. Long a Democratic Party activist, he was California finance co-chairman for Barack Obama’s presidential campaign.
The confirmation comes as little surprise; his Judiciary Committee confirmation hearing last month went off without a hitch, and he tends to get rave reviews from those who know him.

En mayo abrirá refugio para mujeres víctimas de violencia

Oaxaca, Oax., 21 abril 09 (CIMAC).- Con la firma de un convenio de colaboración que el viernes pasado suscribieron las asociaciones civiles Mujeres Unidas en torno al Género, la Equidad y la Reivindicación (Muger A C) y Caminos de la Esperanza, en mayo próximo empezará a operar un refugio para mujeres y sus hijas e hijos que sufren violencia familiar, anunció la coordinadora Martina Salazar Contreras.
Indicó que las integrantes de esta asociación cuentan con la capacitación requerida para la operación de un lugar de esta clase, en el cual se desarrollará el Modelo de atención integral con perspectiva de género.
La representante de Mujeres Unidas en torno al Género, la Equidad y la Reivindicación (Muger AC) sostuvo que con el apoyo de Caminos de la Esperanza podrán atender hasta a 40 personas en el refugio, lugar en el que se les brindará protección y atención especializada, a fin de que puedan retomar el control de su propia vida y definir su situación familiar.

Now that he has pledged to revise the draconian draft law, we need to make sure that revisions to the law fully remove provisions that would restrict women from leaving their homes, working, going to school and obtaining medical care without their husbands' permission. We must also ensure that provisions granting child custody only to men and revoking women's right to refuse sex with their husbands are eliminated.
We must ensure that all provisions that violate human rights are removed from the law or the law is eliminated.

Hola soy una imigrante casada con un americano hace aproximadamente 2 anos, vio en advance North Carolina desde hace ano y medio soy abusada sexual, psicologica,monetarimente y verbal, he hecho 3 repote a la polica. El pasado 15 de marzo tuve que abandonar mi casa con mi dos hijas una de 9 ano y otra de 14 meses y tengo 2 meses de embarazo, le puse una 50B a mi esposo y volvi a mi casa pero a el lo sacron e despues me puso el divorcio fuimos a corte pero como mi marido es de dinero y su padre fue el mayor e el condado de Davie County NC, el es amigo de losjuecs, sheriff ese dia el juez le quito la 50B y asigno la custodia una semana la bebe conmigo una semanan con el papa y lo fvorecio a e en todo ahora volvemos a corte y mi marido y la abogado me quieren sacar de la casa y no me quiere ayudar a darme un sitio donde viir ya qye nosotros no casamos por prenuncial agrement, yo no trabajo desde el tiempo que esoy casada con el me prohibia y no tengo famili aqui ademas el me amenaza con deportarme y quitarme ami bebe, estoy desesperada y no se qe hacer y donde recui. Estoy aqui visitando los sitios de violencia domestica pero ello s poco lo que ofrecen respcto a mi caso y decision del juez, que puede hacer.

La violencia física y sexual prima en la mayoría de matrimonios limeños
El Instituto Guestalt de Lima revela que el 64% de mujeres casadas sufre estos abusos en los primeros años de convivencia. Esto genera en las víctimas problemas de salud mental.
El director del Instituto Guestalt de Lima (IGL), Manuel Saravia Oliver, alertó hoy que el 64% de las mujeres casadas sufre violencia física y sexual durante los primeros dos años de matrimonio, siendo más frecuente los episodios de maltrato en las parejas más jóvenes.
El especialista dijo, además, que el 23% de las mujeres casadas comenzó a experimentar violencia antes del primer año, el 41% entre el primer y segundo año, y el 21% entre el tercer y el quinto año de unión conyugal.

Lanzan en Ancash campaña contra la trata de niños, niñas y adolescentes
Una campaña contra la trata de niños, niñas y adolescentes en situación de explotación laboral y sexual, será lanzada por la ONG Acción por los Niños en la ciudad de Huaraz (Áncash).
El objetivo de la campaña es visibilizar el compromiso del gobierno regional, de las instituciones del Estado y de la sociedad civil para enfrentar la problemática de la trata de personas en Áncash, desarrollando acciones para identificar focos del delito.

After being turned down to get copies of 911 calls, and 5 other calls from the cities attorney's office. How does one get copies of the CAD dispatchers report from a call in on domestatic violence? 3 law firms and none of them would get the copies of the calls. City attorney office wrote a letter saying that those records were destroyed due to paper retention.

There is violence against women on the highways in a form referred to as “road rage” that is being overlooked and far under reported. I and several woman I have talked with have been harassed/threatened with vehicles – tailgating, bright lights, weaving/swerving, horn honking.
When this happens on a country road it is terrifying. Drive to the first police station and you are told it’s another jurisdiction; it was just road rage that means the highway patrol has jurisdiction, etc. But the highway patrol says it happened in such and such city or county it’s their jurisdiction. What ends up happening is no one takes a report. When a woman tries to report this they are treated like they are crazy and given the brush off. If an agency decides it has jurisdiction it means time and money for a report.
All of our police agencies are stretched thin, small rural ones even more so. Regardless, these incidents are crimes, they are being made against women in far greater numbers

they are going for the most part under or not reported. Recently there is evidence of a man doing this kind of thing to get women to pull over and try to assault them. I’d like to know if anyone else feels this “road rage” aggressive behavior towards women needs attention? And what ways could it this approached? Sometimes it seems the things that are so much in our face are getting tolerated because it’s so common – like hitting a spouse or date rape and so on. I have volunteered and been an advocate of women against rape, domestic violence, making presentations to the police academies about sensitivity and training and so on. I do not believe just because a practice is common means it’s ok and should be tolerated. I believe this “road rage” against women has a deeper meaning and some feel they are ‘allowed’ to target women – this is just another way it’s coming out.

* I’m interested in ideas to study this issue and raise community awareness and perhaps a grant for law enforcement agencies to track these incidents better.

AFRICA: Developing Stronger Protection Against Gender-Based Violence

NAIROBI, Apr 18 (IPS) - When heads of districts describe efforts to fight sexual violence as a waste of resources, it raises questions about the leadership’s commitment to deal with the matter.
Such is the situation in northern Uganda where district commissioners, have dismissed sexual and gender-based violence (SGBV) as non-existent, asking that donor funds for psychosocial support for survivors of SGBV be directed to other sectors.
"They say we are wasting money and that it should go to building roads, and schools destroyed during the war instead. These are government representatives in the districts. What they are telling us is that SGBV is not important, while women and girls have been severely affected by the war," Betty Akulu of the Women and Rural Development Network (WORUDNET) in the northern Ugandan district of Pader told IPS.

SIERRA LEONE: Chiefs ban genital cutting for girls under 18
FREETOWN, 16 April 2009 (IRIN) - In Sierra Leone village chiefs, community members and women who perform female genital cutting have signed an agreement stating that girls in northern Kambia district will not undergo genital mutilation – or ‘cutting’ – before age 18.
The number of girls being cut during the December 2008-January 2009 initiation season in Kambia dropped drastically, according to Finda Fraser, advocacy coordinator at local non-profit Advocacy Movement Network (AMNet), which runs a ‘Say No to Child Bondo’ campaign in the district.
Most Sierra Leonean girls – the World Health Organization estimates 94 percent – are initiated at puberty into ‘Bondo’, also known as the Sande Secret Society. As part of the rite, a woman known as a ‘sowei’ in the Mende language cuts the clitoris and prepares the girl for adulthood through singing, dancing and teaching domestic skills. For the initiation girls spend up to three months in the bush.
Anti-FGM/C campaigner John Marah, chairman of NaMEP, a network of Sierra Leone-based NGOs, told IRIN: “We are against just the cutting, not the training. You can still have a rite of passage. It's just a change of mentality.”
Ban not feasible
Given how deeply embedded genital cutting is in Sierra Leonean culture, many activists say banning the rite would not be feasible in the country. But they say raising the age of cutting and giving girls a choice could reduce the numbers.
While there is no law against FGM/C in Sierra Leone, the 2007 child rights law forbids any practice that “dehumanises or is injurious to the physical and mental welfare of a child”; many activists see FMG/C as falling within that definition.
Amnesty International in Bombali district in the east and the non-profit Amazonian Initiative Movement (AIM) in Port Loko in the north are also working with communities to raise the age for cutting and so giving girls a choice.

Afghan Government will Revise Controversial Law, Says Karzai
Afghan President Hamid Karzai announced yesterday that his government will revise a controversial law that would severely restrict women's rights by legalizing rape within marriage, among other provisions. Karzai told CNN that he was unaware of these provisions when he signed the law last month and that he has instructed "that the law be revised and any article that is not in keeping with the Afghan constitution and Islamic Sharia must be removed from this law."
The proposed law has incited international and local outrage. Just this week, hundreds of Afghan women protesting the law in Kabul were outnumbered and pelted with small stones by counterprotesters. In a statement, the groups who organized the protest said that the law "insults dignity of women as fellow human beings and increases ethnocentrism and inequality," The Guardian reported.
Karzai's recent comments confirm statements made last weekend by Said Jawa, Afghan Ambassador to the US. Jawad told Bloomberg that the law "will not become the law because it contradicts some important principles of the Afghan constitution" and that President Karzai does not plan to publish it. Jawad also said Karzai signed the law without being aware of all of its provisions and has sent the likely unconstitutional law to be reviewed by the Afghan Ministry of Justice and the Afghan Supreme Court.
According to The Guardian the law contains provisions that would restrict women from leaving their homes, working, going to school, or obtaining medical care without their husbands' permission. The law also includes a provision that women cannot refuse their husbands sex and a provision that grants child custody only to men. Ustad Mohammad Akbari, leader of the Hazara party, told The Guardian that the law gives women the right to refuse sex with their husbands if they are ill or have a "reasonable excuse" and allows women the right to leave their homes without permission in an emergency.

Ruta Pacífica de las Mujeres rechaza asesinato de lidereza en Córdoba
Para las mujeres, el gestionar amenazante y asesino de grupos paramilitares continua impune en todo el país.

La Ruta Pacífica de las Mujeres expresó su repudio por el asesinato de la lidereza Ana Isabel Gómez Pérez, quien integraba la junta del Comité de Familiares Víctimas de la Violencia en Córdoba y trabajaba por la reparación, dentro de la Ley de Justicia y Paz, de cuatro mil personas desplazadas.
Para el movimiento pacifista de mujeres, este asesinato es inadmisible por cuanto la lidereza denunció públicamente el pasado 1 de abril, en una reunión de víctimas de los paramilitares y ante delegados de la Comisión Nacional de Reparación y Reconciliación, que recibía amenazas continuas por parte de desconocidos que la intimidaban para que desistiera de sus intenciones de agrupar a los desplazados que buscan orientación para acceder a la reparación.
Tras este asesinato, la Ruta Pacífica de las Mujeres reiteró la necesidad de un alto a la guerra y a las acciones intimidantes de los grupos al margen de la ley. Asimismo, exigió el respeto a la vida de las mujeres que trabajan por los derechos humanos y la justa reparación de las víctimas de la violencia.
Las mujeres reafirmaron que este accionar violento sólo conlleva a la degradación del conflicto armado en Colombia y a la transgresión total de los derechos de las mujeres a disponer de una vida libre de violencias. La Ruta Pacífica demanda del Estado la investigación de los hechos y a brindar las garantías de protección para que las víctimas puedan exigir los derechos a la Verdad, Justicia y Reparación.
