Violence in the Lives of Persons who are Deaf or Hard of Hearing

This Special Collection offers information regarding the experiences and needs of individuals who are Deaf or hard of hearing and victims/survivors of domestic and/or sexual violence. The purpose of this collection is to: 1) increase knowledge and understanding of Deaf culture, 2) provide resources to assist helping professionals in direct service work with Deaf individuals, and 3) highlight best practices.

Obama allows asylum for women victims of domestic violence

Calling it one of the best options the Obama administration has made available to battered women around the world, women's advocacy groups in the United States lauded the administration for making it possible for these women to begin a new life in this country.

The administration said that if women in foreign countries could show, in addition to meeting other strict conditions for asylum, that they had been treated by their abuser as little more than chattel, and that their home countries "wink" at such behavior, then the women could seek to make the United States their permanent home.

"This restoration of gender-based asylum should be celebrated," said Purvi Shah, executive director of the 20-year-old New York-based support group for South Asian abused women, Sakhi. "We all deserve to live free of abuse, and immigration status should not be a barrier to that vision of a healthy life."

"It's a very positive policy change," asserted Karen Musalo, director of the Center for Gender and Refugee Studies at the University of California's Hastings College of the Law in San Francisco. "It's going to benefit many women." The administration's position stemmed from a case filed in an immigration appeals court by a Mexican woman who said her common law husband in Mexico would likely murder her if she were sent back to her homeland. In court documents, the woman claimed she had been repeatedly raped at gunpoint by her husband, and had been threatened to be burnt alive when he found out that she was pregnant.Several other such claims by other battered women seeking asylum have been tied up in the U.S. courts over the last dozen years.


The move by the Obama administration would allow abused women to file for legal residency status through asylum

The Bush administration did not want to recognize those claims, the first of which was filed in 1996 by a Guatemalan woman. After many years

of litigation, an immigration court declared that she was not a part of any persecuted group under U.S. law.

Three years ago, Congress gave some relief to undocumented abused women in the form of the so-called U-visa, which allowed them a temporary work permit, which could eventually lead to a green card.

The move by the Obama administration would allow abused women to file for legal residency status through asylum."Asylum gives you permanent status without having to go through any other steps," said Sheela Murthy, an immigration lawyer in Baltimore, Md., who also advocates for women.

Most requests for asylum currently filed in the United States are based on claims by applicants that they fear persecution if they are sent back to their homeland because of their race, religion, nationality, political beliefs or any particular party they may belong to. Murthy said nearly 80 percent of those applicants are denied asylum for lack of providing adequate evidence.

Asylum seekers generally arrive in the United States on fake travel documents. Upon arrival at the airport, they ask for asylum.

"Getting asylum is not going to be a slam dunk" for abused women, Murthy reiterated, noting that they have to meet the most stringent of requirements.

Even so, Atashi Chakravarty, executive director of the Berkeley-based help line for South Asian battered women, said she believes that scores of people from the Indian sub-continent will benefit from the new policy change."We have clients who are taken to India by their abusive spouses and abandoned there, only to face more physical and emotional abuse from their in-laws," Chakravarty said.Shah and other women's advocates say there is no danger of the new policy opening the floodgates of applications from women who claim they were battered.

"Anyone who believes such a thing has never filed for asylum," said Shah, noting, "The fact that this route exists again doesn't negate the need for significant evidence of abuse and the need to meet very rigorous parameters to qualify for gender-based asylum.

"This is why other strategies for immigration relief must still exist - so that any immigrant survivor understands she can be safe, and that in the United States, violence against women is a crime which will not be condoned."

New sex crime chief's warning for perverts: We're after YOU

THE chief of an elite new sex crime unit has warned Scotland's perverts there is nowhere to hide.

Top QC Derek Ogg said beasts will be hunted down by his team of specialists.

And the National Sex Crimes Unit will see a dramatic shift towards supporting victims of sexual crimes in Scotland.

Ogg said: "It has been children and victims of sexual abuse that, every day, in their hundreds in Scotland, feel frightened and scared.

"It is time the abusers felt frightened and scared. It is time they realised that we are on their case.

"An accused is entitled to justice but so is the complainer."

In his first interview since the unit was launched in March, Ogg said sexual offences would now be treated with the same seriousness as murder.

He said: "We are not the new puritans, we are not the thought police or there to judge people.

"We are there to take seriously what is happening all the time in this country, sexual abuse of children and sexual abuse of adults.

"It is time we started to take this seriously."

The unit is the only one of its kind in Europe and will be involved from the first complaint of a sex crime all the way through to prosecution.

Six of Scotland's most experienced lawyers, including Ogg, will form a top team of prosecutors who will take on the most serious of cases.

The unit mirrors a similar model at the District Attorney's office in New York. It has been running since 1974 and has seen an increase in the conviction rate of sex offenders.

The prosecutors from Scotland will travel to New York for intensive training at the DA's office over the coming months.

They include four women and two men - Ogg, Joanna Cherry, David Young, Gillian Wade, Kath Harper and Jennifer Bain.

Through the unit, cases that previously would have been considered too tough to prosecute will be pursued.

Complaints of abuse from kids with learning difficulties or prostitutes who allege rape now have a greater chance of reaching court.

Ogg said: "We will not let difficult cases go. We will investigate until we are sure it is right to give up.

"We will treat a rape the way we would approach a murder, looking at the whole picture. Does that picture present a story of consent or lack of consent?"

Sólo el diario británico 'The Independent' se hace eco de una historia de la que no existen documentos gráficos. No hay nombres ni apellidos, ni ningún dato que pueda identificar a los protagonistas, posiblemente la única forma de proteger sus vidas. Pero la credibilidad del rotativo, la identificación de las fuentes y la noticia en sí, ni siquiera novedosa, hacen de ella algo desgraciadamente muy creíble.

Se trata de la historia de una joven saudí de familia adinerada, casada con uno de los 10.000 miembros de la millonaria dinastía Saud, y más concretamente con uno de los príncipes. En un viaje a Londres se produjo un encuentro en unos grandes almacenes que le cambió la vida. Un joven británico, no musulmán, con quien cruzó miradas antes de intercambiar teléfonos. A la primera cita le siguieron otras, y unos meses después la joven, aterrorizada, descubrió que había quedado embarazada de una relación adúltera, algo que en el régimen wahabí que rige el reino saudí equivale a padecer una de las más ancestrales formas de muerte que cabe imaginar: la lapidación.

(CNN) -- A former California police officer accused of sexually assaulting a motorist during a traffic stop pleaded guilty in federal court, federal prosecutors said Friday.

Federal prosecutors charged Feliciano Sanchez with deprivation of rights under color of law.

Feliciano Sanchez, 34, admitted in court Thursday that while on duty on May 16, 2007, he pulled over a female driver in a traffic stop and forced her to perform oral sex on him, according to a news release from U.S. Attorney Thomas O'Brien, who heads the office for the Central District.

Sanchez, then of Los Angeles County's Bell Police Department, stopped the woman for speeding or weaving down the road, said central California U.S. attorney spokesman Thom Mrozek, citing court documents.

After learning the woman, identified as R.H. in court documents, did not have a driver's license with her, Sanchez told her he suspected her of drinking and her car would be towed, Mrozek said.

Sanchez offered to drive R.H. to her job, but instead drove her to the parking lot of an auto repair outlet in Bell, Mrozek said.

Sanchez placed his hand on his gun and forced her to perform sex on him in his patrol car, Mrozek said. Afterward, Sanchez drove R.H. to her work place, Mrozek said.

La organización no gubernamental Médicos Sin Fronteras (MSF) asegura que la situación de la violencia sexual en ciudad de Guatemala es tan 'alarmante' que alcanza niveles similares a los registrados durante la guerra en ese país (1960-1996).

'Guatemala no se encuentra en estado de conflicto. Sin embargo, el número de casos de violencia sexual reportados es tan alto como el que se ve normalmente en situación de conflicto armado', afirmó hoy en rueda de prensa el jefe de la misión de MSF en Guatemala, el italiano Fabio Forgione.

El responsable de la organización no gubernamental calificó de 'alarmante' la situación y dijo que en la capital del país se atiende a un promedio de 95 personas víctimas de violaciones.

El 94 por ciento de las víctimas son mujeres de entre 12 y 30 años de edad, y el resto hombres, que han sufrido abusos, ya sea por parte familiares, vecinos o por miembros de las pandillas y el crimen organizado, aseguró.

Detalló que el 25 por ciento de las víctimas son violadas por sus padres, hermanos, tíos o padrastros.

El jefe de la misión de MSF anotó que el 40 por ciento de las víctimas de abusos se ha presentado dentro de las primeras 72 horas después del hecho delictivo, lo que ha evitado embarazos no deseados y enfermedades de transmisión sexual.

'La violencia sexual es uno de los asuntos humanitarios más preocupantes en Guatemala', sostuvo.
