Opportunity for Researcher

Please send to your lists and have them get back to me so we can screen
and recommend a few good people. Sounds like an interesting project.

This is from a work associate of mindeworking at www.dcaf.ch in Geneva
and needs the following:

"The question I have for you is the following: we have been working with
female security staff association-police, but also military, border
patrol and others-in West Africa for the last year and would like to put
those experiences down in the form of a policy paper on female personnel
associations around the world, their prevalence, structure, functions,
value added for female staff and for their institutions, etc. We would
like to commission a researcher to draft the paper, but we're having no
luck finding somebody with the required knowledge and time to do that.
Ideally, we would need somebody familiar with staff associations in both
developed and developing countries. It occurred to me that you may know
of somebody-one of your associates, or a bright recent graduate-who
could do that. The research can be done from anywhere in the world in
principle and we would pay a reasonable fee."

Take care. Margie

Warnings To Not Alienate Men

I came across a discussion which again turned to putting great effort into not alienating men when talking about violence against women and men's groups which put out misinformation to minimize both the rate of men's violence and the rate of women's victimization.

There is something inherently troubling to me about the call to effectively walk on eggshells when talking to men or trying to reach out to them as partners in reducing sexual and domestic violence. I guess it comes down to the fact that the core problem is something about the men who will quickly reject becoming partners in reducing or eliminating sexual and domestic violence and who will effectively side with abusers and rapists by refusing to acknowledge the gendered nature of this type of violence.

Research Article:

Title: Police and immigration enforcement: Impacts on Latino(a) residents' perceptions of police

Author(s): Guadalupe Vidales, Kristen M. Day, Michael Powe

Journal: Policing: An International Journal of Police Strategies & Management
Year: 2009
Volume: 32
Issue: 4

Abstract: Purpose – Recent years have witnessed a national policy shift towards involving state and local police in enforcing US federal immigration laws. Critics argue that involving local police in enforcing immigration law will decrease Latino(a) and immigrant residents' willingness to report crime and their cooperation with the police, and will also increase racial profiling and negatively impact documented and undocumented residents. This paper aims to examine Latino(a) residents' perceptions of the police before and after an extended local controversy about involving police in enforcing immigration laws in Costa Mesa, California.

Design/methodology/approach – The paper reports findings of a before-and-after study in the Westside area of the City of Costa Mesa, California. Methods include Spanish and English language telephone surveys of Latino(a) and non-Latino(a) residents in the Westside (n=169 respondents before and n=91 respondents after), conducted in 2002 and in 2007.

Findings – In survey responses, Latino(a) residents report that they are more likely to be stopped by the police in 2007 compared to 2002. Latino(a) respondents also have more negative perceptions of the police, find the police less helpful, feel less accepted in the community, and say that they are less likely to report crimes after the controversy, compared to before.

Originality/value – The findings show the importance of policies that encourage cooperation with and trust of the police. These results can help inform cities about the potential impacts of involving local police in immigration enforcement.

Philadelphia to Handle Abuse Calls Differently
by Ian Urbina

Responding to a sharp increase in homicides stemming from domestic violence, the Philadelphia Police Department announced plans this week to change how officers handle domestic abuse cases.

While Philadelphia’s overall homicide rate has dropped about 9 percent and all violent crime in the city is down compared with this time last year, there have been 35 domestic homicides since January — a 67 percent increase from 2008. The police say two additional killings are still being investigated and are likely to be added to the tally.

Book

Out of Balance
By Michael Arkin
Independent Book Review

Review of Out of Balance : Out of Balance by Michael Arkin was absolutely outstanding. Arkin did a miraculous job writing this novel, detailing just what can happen when the judicial system goes "dirty". Out of Balance is in the setting of today, which I loved about this title.

As an astute lawyer fights for the rights of women and children in domestic violence and child abuse cases, Arkin shows just how hard work can be made out as an exasperated waste of time.

When a crooked judge continually rules the cases that come before him favoring the abuser, Mathew Lucas is at his wit's end. When a few murders occur as a result of this particular judge's faulty and unjust rulings, it draws the attention of an award winning journalist.

Linda Lawson works for the Times in Sacramento California. She is on vacation when she receives a mysterious letter informing her of the increased domestic violence, child abuse, and deaths encouraging her to investigate. She teams up with Matt Lucas and they investigate into the violence of Maidu County. The closer they get to the truth, trouble stirs themselves and others in danger.

Arkin portrays great transitioning as he introduces his characters. He does a fantastic job keeping the suspense on the surface as the story opens, keeping you yearning for more. As you are indulged to keep guessing as to how the story will unfold, the ending will definitely be a surprise to you.

Out of Balance by Michael Arkin is masterfully written and I definitely would recommend this book. Arkin did a magnificent job keeping the enthusiasm from the beginning to the end. I give it ****½ (4.5) Stars ~BK Walker - Author/Reviewer of BK Walker Books,
