Join the Coalition Against Trafficking in Women (CATW), Prostitution Research and Education (PRE) and our over 75 Co-Sponsors next week as we protest in front of Craigslist Headquarters in San Francisco on July 8th to bring attention to Craigslist’s facilitation of and profiting from sex trafficking. “Craigslist continues to cynically profit by functioning as an online pimp,” says Norma Ramos, Executive Director of CATW. “Craigslist is the new stroll where pimps traffic, johns buy and Craigslist profits,” says Melissa Farley, Executive Director, PRE.

Craigslist is projected to realize a 22% increase in revenue - an estimated $36 million in 2010 - largely attributable to its functioning as a virtual red light district for pimps/traffickers and johns. Craigslist displays a reckless disregard for human rights by increasingly becoming a part of the sex industry. Craigslist could act to create a sex trafficking free internet by no longer hosting prostitution ads and thereby setting an industry standard.

ECPAT-USA Comment on the
2010 U.S. State Department Trafficking in Persons Report

The 2010 version of the U.S. State Department Trafficking in Person’s (TIP) report was published last week. This is the annual review by the U.S. government of every country’s effort to combat human trafficking, which it has issued since the federal Trafficking Victims Protection Act (TVPA) was made law in 2000. This year, for the first time, the U.S. government includes an assessment of its own efforts, as a response to the frequent criticism it has faced for not evaluating itself by the same standards it uses to measure other countries. In its latest review, the U.S. places itself in Tier 1. Countries ranked in Tier 1 are defined as those whose governments “fully comply with the TVPA’s minimum standards for the elimination of trafficking.”

In some ways, this is a fair assessment, but for one huge exception: the government’s dismal efforts to identify and protect sexually exploited children.

UN Women Born! Civil Society Celebrates Creation of Gender Equality Entity After Four Years of Advocacy

[New York, 30 June 2010] The Gender Equality Architecture Reform (GEAR) Campaign celebrates the United Nations General Assembly resolution, agreed to on 30 June and to be formally adopted by the General Assembly on Friday, 2 July, to establish “UN Women”—the new gender equality entity at the UN. This move has been sought by women’s organizations and other civil society organizations around the world since the UN established a System-Wide Coherence Panel for UN Reform in 2006.

Charlotte Bunch of the Center for Women’s Global Leadership (CWGL) at Rutgers University, a founding member of the GEAR Campaign, stated, “We have high expectations for this new agency to be a solid foundation for advancing the human rights of women as central to global policy efforts to reduce poverty and move toward greater realization of peace and democracy in the world. The coalition of women’s groups and other social justice, human rights and development organizations that played a pivotal role in this effort will now turn its efforts toward ensuring that the new body has the human and financial resources necessary to succeed.”

Particularly notable in the resolution are the paragraphs regarding the importance of civil society participation in the new entity. The body must have increased operational presence at the country level including engagement with women’s groups and other civil society organizations invested in gender equality and the empowerment of women.

DOJ Office of Legal Counsel: VAWA Applies to Same-sex Violence

On June 9th, the Office of Legal Councel (OLC) for the U.S. Department of Justice released an opinion (actually dated April 27th, 2010) asserting that the criminal provisions of the 1994 Violence Against Women Act (VAWA) apply to “otherwise covered conduct when the offender and the victim are the same sex.”

Constitutional Law Prof describes the opinion as “a largely textual analysis that “intimate partner,” “dating partner,” and other such non-marital relations include same-sex partners every bit as much as opposite-sex partners.”

Informe especial: el negocio de la trata en la ruta del petróleo (VI)

En esta sexta y penúltima entrega de la adaptación que hizo Los Lanzallamas, para sus lectores, del informe sobre la trata en Argentina, y relación con el negocio del petróleo, quedará claro que lo que falta en el país no es precisamente legislación.

En problema, como lo dejó en claro el trabajo de Observatorio Petrolero Sur (http://opsur.wordpress.com/), es que es mínima la cantidad de casos que llegan a la Justicia, y de entre estos, muchos menos todavía los que ‘logran’ que se haga Justicia.

En materia de legislación, Observatorio Petrolero Sur se remontó a comienzos del XX, cuando por iniciativa del diputado socialista Alfredo Palacios, se sancionó en 1913 la Ley Nº 9143 que implementó el delito de lenocinio (proxenetismo).

España: rige en una semana la nueva ley que permite el aborto a las adolescentes


Desde el próximo lunes 5 de julio las mujeres a partir de los 16 años podrán asistir a cualquier centro habilitado del país para solicitar la interrupción de su embarazo de hasta 22 semanas. El Partido Popular tachó la medida de "inconstitucional"

Entrará en vigor el próximo 5 de julio y regulará también la homogeneización de la calidad de esta prestación en todo el territorio.

Según difundió el sitio web del diario El País, la principal novedad radica en que la paciente, de manera excepcional y con el compromiso escrito del pago del servicio por la Administración, podrá acercarse a solicitar la interrupción del embarazo en cualquier centro habilitado del país.

El sistema público de salud contará con diez días corridos como máximo para aprobar la práctica. En caso de no poder realizar la intervención, podrá derivar a la mujer a una clínica privada debidamente acreditada.

La nueva ley permitirá abortar libremente en el país durante las 14 primeras semanas de gestación. En los casos en los que se confirme en el bebé una enfermedad extremadamente grave e incurable, este plazo podrá extenderse hasta la semana 22. El diagnóstico sólo podrá realizarlo un Comité Clínico que se creará, en cada Comunidad Autónoma, para tal fin. Tendrá un plazo de no más de diez días para emitir su dictamen.

Las menores de 16 y 17 años deberán informar a sus tutores legales y acreditar ante el médico su deseo de interrumpir el embarazo. Si la adolescente atraviesa un conflicto grave (violencia intrafamiliar, amenazas, coacciones, malos tratos, desarraigo o desamparo), deberá exponer ante el especialista sus miedos, para que este solicite, de ser necesario, un informe psiquiátrico, psicológico o de un trabajador social.

Hace un mes, el Partido Popular presentó un recurso en contra de esta ley ante el Tribunal Constitucional, ya que la considera inconstitucional por "desproteger a la mujer, a los niños y a los médicos". Ya miles de personas se manifestaron el pasado abril en Madrid en contra de la nueva medida.

Virginia Guidelines and Tools for Forensic Compliance

An outstanding document was recently developed to provide detailed guidelines and tools to guide the integrated response to sexual assault by health care providers, law enforcement professionals, victim advocates, and others. The document is titled: "Virginia's Healthcare Response to Sexual Assault: Guidelines for the Acute Care of Adult and Post-Pubertal Adolescent Sexual Assault Patients." It was developed by the Virginia Sexual and Domestic Violence Action Alliance and the Virginia Chapter of the International Association of Forensic Nurses, in collaboration with a wide range of multidisciplinary partners. The project was supported with a grant from the Virginia Department of Criminal Justice Services (DCJS), with funds authorized by the Violence Against Women Act (VAWA).

Clearly, these materials can be extremely helpful for health care providers and other professionals involved in sexual assault response in communities across Virginia. However, they are equally valuable for professionals outside the state. Much of the information is helpful because it is non-state specific and can be implemented regardless of where the health care facility is located. Yet even the information that is state-specific can be used by professionals outside Virginia as well. It provides guidance for the type of information and materials that must be developed in each state, to ensure that the protocols and procedures for medical forensic examinations achieve the goals of forensic compliance. The document also provides an excellent model for other states to replicate. Communities across the country would benefit greatly if each state produced a similar compilation of guidelines and tools.

Texas Supreme Court: Kids in Prostitution Are Victims, Not Criminals

The case of a 13-year-old girl who was prosecuted for prostitution (while her 32-year-old pimp got away) in Texas was decided by the Texas supreme court this week. And they've said categorically that children in the commercial sex industry aren't criminals, they're victims of child sex trafficking. This decision is significant not only for the children of Texas, but for kids around the country as more and more states may begin to see child prostitution for what it is: a crime against children.

On the one hand, declaring that children in prostitution are victims as opposed to criminals sounds like a no-brainer. Every state has an age of sexual consent that prohibits children of a certain age from consenting to sex. Why should the fact that a financial transaction is involved suddenly make children and young teens able to consent to sex? But Texas, like almost all states, never provided an age limit on the crime of prostitution. So it was legally possible for a 13-year-old to be a victim of the crime of statutory rape, but a perpetrator of the crime of prostitution -- both for the same act!

Wide-Open Calls for Participation in 2011 AALS Mid-Year Meeting of Section on Women in Legal Education

The AALS is planning a Mid-Year Meeting of the Section on Women in Legal Education. The meeting will be held in June 2011 in Washington, D.C. and the theme is, "Women Rethinking Equality." The Planning Committee has issued three very broad calls for participation.

We are seeking proposals for presentations, papers and posters for the 2011 Mid-Year Meeting Workshop on . The Workshop will be held in June, 2011 in Washington, DC. It will appeal to a full range of teachers and scholars in all subject areas by creating opportunities for a rich dialogue about the meaning, contours, implications, and status of equality for women, with particular attention to women and gender in the setting of legal education.

Call for Presentations on Specific Workshop Themes

The first type of concurrent session will feature presentations on each of the following equality-related themes:

• Gender and International Human Rights
• From Reproductive Rights to Reproductive Justice
• Gender and Economic Inequality
• Gender and Criminal Law
• Gender and Corporate, Securities, Tax, Bankruptcy and Commercial Law

El 'sexismo benévolo' puede justificar la violencia de género
GRANADA, 14 Jun. (EUROPA PRESS) -

Investigadores de la Universidad de Granada (UGR) han advertido del peligro que tiene el concepto de 'sexismo benévolo', esto es, aquellas ideas y comportamientos aparentemente "positivos" que tienen los hombres hacia las mujeres y que hacen alusión a la necesidad de cuidar y sacrificarse por ellas.

Un estudio desarrollado en el seno de la institución académica ha puesto de manifiesto que cuando la gente posee información acerca de que los hombres realizan comportamientos que son socialmente considerados como "buenos" hacia sus parejas (aunque estos comportamientos sigan siendo sexistas), se tiende a justificar en mayor medida la violencia sexual que acontece en el seno de la pareja, disculpando al hombre (considerando que tiene "derecho" a mantener relaciones sexuales con su pareja) y culpabilizando a la mujer (considerando que ésta tiene el "deber" de satisfacer sexualmente a su pareja), informó la UGR en un comunicado.

Mayorías a favor del debate sobre aborto

SANTIAGO, 22 jun (IPS) - La mayoría de encuestados en Brasil, Chile, México y Nicaragua están de acuerdo con despenalizar el aborto terapéutico, pero rechazan liberar esa práctica en todas sus formas, según una investigación de la Facultad Latinoamericana de Ciencias Sociales (Flacso).

"Hay una opinión compartida en los cuatro países respecto de que el aborto es un problema grave, de salud pública y de equidad", dijo a IPS Claudia Dides, directora del Programa de Género y Equidad de Flacso-Chile, a cargo del estudio.

La opinión mayoritaria recogida en el estudio indica que se deben revisar las restrictivas legislaciones sobre aborto, principalmente en los casos en que está en riesgo la salud de la madre, y que esos cambios deben hacerse a través de consultas populares, antes que discutirlo en los parlamentos.

Majority Favours Legalising Abortion - But Not for All Cases

SANTIAGO, Jun 23, 2010 (IPS) - The majority of people surveyed in Brazil, Chile, Mexico and Nicaragua are in favour of legalising therapeutic abortion, but not all forms of elective abortion, according to a study by the Latin American Faculty of Social Sciences (FLACSO).

"There is a shared opinion in the four countries that abortion is a serious problem, of public health and equality," study coordinator Claudia Dides, director of the FLACSO-Chile gender and equality programme, told IPS.

Most of the survey respondents believe that the existing strict abortion laws need to be revised, particularly for cases in which the health of the mother is at risk, and that changes in the law should be made through referendums, before congressional debate.
